Its purpose is to pursue, through the cooperative efforts of its representative members a wastewater system that promotes and supports further economic development, and to address health, environmental and quality of life concerns made available through such services. Utilizing the systems resources available from its members, as well as the resources of its own, the Commission's goal is to meet wastewater service needs in certain areas of our tri-lateral municipal footprint. It is governed by representatives appointed by the governing bodies of its members.
The Commission began officially operating as a separate entity in June 1987 when the three (3) municipalities formally conveyed their sewer system assets and liabilities to the Commission. Since its creation, the systems assets and the number of customer accounts have experienced growth. The Commission's current area of operations includes more than 60 square miles in Dutchess County, NY. We have extended services into broader areas of our footprint as needs have arisen.
The overall organizational structure of the Commission has provided a basis for publicly available sewer service within our area. We work with public and private sewer management entities to identify and address sewer service needs for our residents and business, through long-term cooperative, regional planning processes.
Most of these improvements have been funded through revenue bond issues. Much of this revenue has been for new projects, and the balance was for debt previously issued by the municipalities which was assumed and refinanced by the Commission.
The Commission Board consists of three (3) members, including leaders from the municipalities we serve, the management team and operations personnel.
In summary, the efforts of the Commission have resulted in substantially expanded service availability within their designated service area.
